KYIV, July 11, 2017 - The North Atlantic Treaty Organization (NATO) opened its new representative office in Kyiv on July 10, Concorde Capital informed clients in an online advisory today. The office will have expanded functions that include implementing NATO standards in Ukrainian security and defense systems, conducting informational campaigns and engaging in practical cooperation. “I am confident that improved working conditions for the representative’s workers will influence the content and quality of NATO cooperation measures with Ukraine, as well as the tempo of our country’s further integration with the Alliance,” Ivanna Klympush-Tsyntsadze, Ukraine’s vice prime minister for European and Euro-Atlantic integration, wrote on her Facebook page. The ceremony was attended by NATO Secretary General Jens Stoltenberg, who told Ukraine’s parliament that day that only NATO member-states, not NATO Itself, have the legal authority to provide armaments to Ukraine. In response, Serhiy Pashynskiy, the head of the parliamentary national security and defense committee, said NATO member-states have been blocking supplies of armaments and parts. “Our military-industrial complex isn’t handling the tasks that stand before our army,” he said, calling for modernizing and deepening cooperation with NATO. NATO has agreed to begin the discussion with Ukraine on applying for a Membership Action Plan (MAP), Ukrainian President Poroshenko told a July 10 press conference. This discussion will bring Ukraine closer towards submitting an application for the MAP in the next three years, he said. In response to Poroshenko’s statements, NATO spokesman Piers Cazalet said NATO diplomats “took into account” the president’s proposal to begin the discussion on a MAP. The response implies that they haven’t agreed to do so, reported the eurointegration.com.ua news site, which posed the MAP questions to both the president and NATO. Concorde analyst Zenon Zawada added: ”With his MAP comment, Poroshenko engaged in his usual exaggerations. But indeed, NATO is slowly enhancing its cooperation with Ukraine to as great a length as possible without crossing the fine line that will trigger an aggressive response from the Russians. NATO might even go so far as to begin discussions on a MAP with Ukraine. The fine line with the Russians that NATO will avoid crossing is actually extending a MAP invitation to Ukraine. We believe that will trigger escalated military aggression. “Another trigger would be for any Western country to begin donating or selling armaments to the Ukrainian army. That might also escalate military aggression, which is why no NATO member-state has ignored Ukrainian pleas and decided against doing so, likely on the recommendation of NATO officials themselves. We don’t expect any Western armaments to flow into Ukraine anytime soon, at least not with official authorization.
